            The Chicago District Regulatory Branch has received a request for authorization under Section 10 of the Rivers and Harbors Act of 1899 through a Letter of Permission (LOP), pursuant to Title 33 of the Code of Federal Regulations Part 325.2(e)(1), dated November 13, 1986.  Requests for LOPs require coordination with other agencies and adjacent property owners.  Project information is provided on the following page(s) for your review and comment.

Applicant: Kyle Schuhmacher – Ketone Properties            


Location of work: The project is within the in the Des Plaines River on property located near the southerly intersection of Hollywood Road and US Route 6 in the City of Joliet, Will County, Illinois (Section 36, Township 35 N, Range 9E)


Description of Work: The applicant proposes to dredge 71,000 cubic yards of material along the banks of the Des Plaines River to allow for barge fleeting. Additionally, the project will include installation of 16 2’x4’x8’ precast concrete deadmen with 1-1/8” steel cable with floated end for barge tie off.          


The purpose of the project is provide additional space for barge mooring on the Ketone property. The dredging will impact the Des Plaines River bottom and its banks partially by the removal of accumulated sediments and in places, the vegetation which has grown on the sediment.


The applicant plans to remove the sediment through mechanical dredging operations and place the materials which are removed in upland areas within the Ketone property. Dredged materials with not be placed in any Waters of the U.S. All disturbed areas with be seeded and stabilized on the completion of the dredging operations.


This project will also be reviewed under Regional Permit RP11 – Marine Structures and Activities, Category I, for the placement of the deadmen within the Des Plaines River. No mitigation is proposed for this project because it does not exceed the 0.10 acre threshold for required compensatory mitigation.
