However, dam removal was determined to be the appropriate long-term solution to decrease maintenance costs, enhance boating transit, improve aquatic organism passage, and increase angling opportunities. The proposed grade control structures are designed to offer multiple benefits, including stabilizing existing stream bottom sediment at its current elevation, enabling safe passage for boats (such as canoes and kayaks), and creating quality pool habitat utilized by adult trout and other species.

    PROPOSED ACTION The proposed TCHPMB is located in the Lake Michigan watershed in Unincorporated Monee, Will County, Illinois south of Dralle Road and west of Old Monee Road (See Figures). The proposed mitigation bank site is approximately 321 acres in size and dominated by agricultural cropland and lower-quality woods. The National Wetlands Inventory (NWI) Map identifies 6 wetlands and three waterways within the proposed bank site. The proposed bank site is located upstream of the 1,022-acre Thorn Creek Woods Nature Preserve, of which 884 acres is a dedicated Illinois Nature Preserve, and which is part of the 1,600-acre Thorn Creek preservation system.

    The applicant proposes maintenance dredging, as necessary, for a period of 10 years, to remove accumulated sediment from the Westlake Natrium harbor area. The proposed dredge area would be 1,000 feet long and 50 feet wide, to an elevation of 590.0. Dredge volume is estimated to be 3,500-5,000 cubic yards per dredge event. Dredging activities will allow the applicant to maintain the unloading area and to stage barges for product loading. The dredging will occur from a floating barge and the dredge material will be placed on-site to allow water to drain and prevent sediment run-off from entering the Ohio River. The dredge material will then be deposited in an upland area or used as clean fill on Westlake Natrium property. Village of Lancaster, the applicant, is performing vertical drilling within the Cayuga Inlet FRM project’s easements. There will be two borings, only B-1 is within the project easements and will be the focus of this review and notice. The boring is located on the left channel bank just downstream of the drop structure. The subsurface investigation is being conducted to assist in the design and construction of future pedestrian bridge crossings over Cayuga Inlet. The construction of the trail and bridge components for the Black Diamond Trail project will be submitted for a separate Section 408 review in the future.

    LRG proposes to establish the Huling Run Mitigation Bank within the approved LRG Umbrella Mitigation Banking Instrument. The Bank proposes re-establish and restore the waterways and wetlands historically impacted through anthropogenic alterations including agriculture and logging. Douglas Run was historically relocated, channelized, and the hydrologic sources of the stream have been disconnected from the waterway. Re-establishment of natural stream functions proposes to connect the stream with the floodplain and recharge the groundwater table. The connection of the stream with the floodplain will provide better support for the ground water system. This connection of the stream and flood plain will re-establish wetlands within the riparian buffers of the stream. In conjunction, LRG has identified thirteen tile drains and plans to reestablish the natural drainage patterns that existed prior to their installation.
